I don't seem to find much when googling, but I wanted to change the
stock settings Cleanfeed comes with. Is there some detailed manual or
howto somewhere?

(and even if there isn't: where do the bad-files go to? is it
/cleanfeed/etc? That's not quite clear, and the copy of cleanfeed I
found does not have the same folder and file structure the few documents
I found mention)

From the cleanfeed executable:

# CHANGE THE BELOW SETTING!
# Directory where cleanfeed.local and the other configuration files live.
# Set this to undef to not use any external file.

$config_dir = '/usr/local/news/etc/cleanfeed';
